3. In order to ensure that the best use should be made of the materials which the labours of the Senate had provided the Government of India decided to appoint a small Committee consisting of members of the Senate representing the various interests concerned and more especially the interests of private colleges in order to assist them in preparing the rmulations. In promulgating the regulations for the future goverment of the University the Government of India think it advisable to draw attention to the principal chapters and to explain the intention and effect of some of the more important provisions.
