I how: ver hope and believe that at some future date we shall be in a. position to assume the leadership of the other nations of the Commonwealth by virtue of the balance of power shifting in our favour on account of our philosophy our approach to life our `.man-power and the natural -resources available tour country. [...] Legislature or the constitution of our state whether it is the system of„ our44;n7 or the organisation of our army or navy the character of our industry-or the way of our.living the outlook with which we approach life or the cialkttte that we possess the method` of progress adopted by us or the path of advancement chosen by us allshade eyo!ved new patteor wtv of life which. [...] :froift.what we have read of the 'foreign policy as also of the internal policy of Bus's-4 we..are convinced that it is not ulliniatelv in the interests eitivr of the down-tmdden or of the world at large. [...] Our Ambassadors are not to be appointed in his name; they will be appo' Ited in the name of the Head of our State who will be the President.* When al! these factors are taken into consideration I think we have to thank our Prime Minister for having brought round the statesmen of the Commowealth of Nations to agree to a proposition which is in every way to our advantage. [...] This Declaration says that India will retain the full partnership of the Commonwealth of Nations and at the samtime says also that the King will be the head of that Commonwealth.
