To make a distinction between the Dominion of India and the future Goverment of India we must either say the Government of the Republic of India or the Government of the Union of India. [...] It says that the new Government of India and the Governments of the States shall be the successors of the Government of the Dominion of India. [...] The article is very clear that is to say it says that the coming Government of India will be the successor of the present Government of the Dominion of India. [...] President the central' question is whether this article will entitle the future Government of India and the provinces to the assets and liabilities not only of British India under the oldf Constitution that is the 1935 Constitution but also to become successors of the States the Native States as they were called. [...] Sir the wording here is that the future Government of India and the Goverment of the States shall be the successors of the Dominion of India and of the Governors' provinces as mentioned in the Government of India Act of 1935.
