(e) The police who were accompanying the marriage procession in the lorries did everything possible to stop the attack but by the time the lorries had stopped and the police had got out of them the attackers had dispersed into the neighouring lanes. [...] People who have just causes to bring " I emphasize these words Sir " People who have just causes to bring before the courts will be deterred by the proposed rates of court fees." These are the views of the eminent Judge who spent the best part of life at the Bar and the Bar to which the Hon'ble the Minister for Justice has the proud privilege to belong and I submit that his views are entitled [...] In their opinion the whole policy of the Bill is wrong undemocratic and injurious to the best interests of the people of these Provinces." I again emphasize these words and appeal to the Hon'ble the Miniter for Justice to consider that these are the words of his own Assocition. [...] We learn from the figures presented to us at the time of the presentation of the budget that the income from court fees and stamps was far in excess of the amount actually spent in maintaining courts and in meeting the cost of the establishment for the administration of justice. [...] This Government seems to think that because the time of the court is taken up in the adjudication of questions raised in these declaratory suits therefore for every minute and time taken up of the court of justice the litigant must pay to the court of justice for the purpose of sitting and adjudicating upon his right.
