CLAUSE 2 The Honourable Sir N. Gopalaswami Ayyangar : Clause 2 reads as i011owS : - (1) It will be the duty of the Government of a Unit so to exercise its executive' power and authority in so far as it is necessary and applicable for the purpose as to secure that due effect is given within the Unit to every Act of the Federal Parliament which -applies to that Unit : and the authority of the Feder [...] (2) The authority of the Federal-Government will also extend to the giving of diretions to the Unit Government as to the manner in which the latter's executive power -and authority should be exercised in relation to any matter which affects the adrninitration of a Federal subject. [...] The Government of India Act 1935 Section 124 sub-section (1) provides for "power of the Federation to confer powers on the Provinces and States with the consent of the Government of a Province or the Ruler of a Federated State". [...] So far as these nation-building items are concerned I do not think the provinces have the money and it is the duty of the Centre to see that money is supplied to them so that out of this money they may spend for the needs and requirements of the poor people and in the way of their enlightenment and education.
