[...] Khan Bahadur Maulvi Fasih-ud-din : I am rather surprised to hear from the Hon'ble Minister in charge of the Medical Department that neither the Hon'ble Minister nor the Inspector General of Civil Hospitals has been consulted by the Finance Department in connexion with the reduction which they have made in this budget of the Medical Department. [...] It is my personal' experience that some of the patients stood very much in need of the help of the Civil Surgeon and the assistant surgeon and they refused to go because they were engaged otherwise and the result was that the patients could not get help of any other private practitioner worth the name and some of the patients died.
