I remeber sir that in the year 1931 the temple was in debt to the extent of about 15 or 16 thousands of rupees to the Tehri State and the State attached some of the villages lying within the State's territory. [...] Then in the second place I do not know how far the Hindu public opinion will be ready for the change because one of the rights that will be abolished according to this Bill will be the right of His Highness the Maharaja of Tehri to fix a date for the opening of the temple and also the right to send oil for being anointed over the deity. [...] It appears that at the time this part of the country passed under the control of the East India Company the custom was that the complete charge not only of temple worship but also of management and of the temple revenues vested in the Rawal. [...] In clause 20 where we have laid down the duties of the committee we have said that the committee will have to provide facilities for the proper performance of worship by the pilgrims audit will have to do all such things as may be incidental and conducive to the efficient management of the temple and endowments and the convenience of the pilgrims. [...] The object of the clause is that the provisions of this Bill will come into effect notwithstanding any previous decree usage or custom because the words here are " or in any scheme of management framed by the court before the passing of this Act ". It does not refer to any future scheme and the object of the clause is also not to refer to any future decree otherwise the object of the Bill will
