The Hon’ble the Home Member: (a) The honourable member is referred to the reports of High Court on the administration of civil justice in the province of Agra for the years 1930—34. [...] It can no doubt be removed partially and to a certain extent by them but very largely the question is in the hands of the Government of India The Government of India can easily solve that question but unfortuntely the Government of India so far have been not taking to this question very keenly This is the conclusion that I draw from what is written in the report itself and from the opinion [...] It is for the Government to work out the proposals and to say what money is needed and it should 433 not only oa the basis of this Committee's report buc also on the basis of Pochkhanawale Committee's report on the basis of the Kharegat Committee's report and oa the basis of the Cottage Industries Committee's report. [...] The Hon'ble the President : I would ask the honourable member to confine his remarks to the report which is before the House If he will look at page 1 of the report he will fin I the terms of references to the committee which was asked to go lino the quss:ion of uaemploanent among educated youngm en. [...] If we are' taxed only to the extent that the recommendations of the commitee are to be carried out with the funds which will be the proceeds of these taxes I think the members of this House will have no reason to grudge.
