If the budget is deficit it is not the fault of the Finance Member; it is the fault Sir of the spendthrift policy of the Government which has tolerated the top-heavy administration of this country since the beginning of the British raj. [...] The Secretary of State is very solicitous of the benefits of the Imperial Services more than the welfare of the people of this country. [...] We have at the present moment distribution to the Provincial Governments of contributions from the Central Government in the name of contribtions from the Sugar Excise from the proceeds of Petrol Tax for road development from the Indian CentNal Cotton Committee from the Imperial Council of Agricultural Research a contrbution for rural development a contribution for the develoment of [...] Similarly in the matter of rural development and of the growth of the handloom industry the grants from the Central Government are conditioned by the necessity of their approval being secured for any schemes of expenditure which the local Government might propose. [...] cut in salary from the highest to the lowest and at the same time asks us to agree to prposals of reduction in the number of chaprasis and clerks and reduction in the emoluments of those who are retained and if we object to those proposals he cannot complain that we are only worshippers of retrencment in the abstract but opponents of the same thing in the concrete.
