The conferment of hereditary rights without the consent of the taludars of Oudh is a thing which is not within the powers of this Goernment or within the powers of this legislature. [...] It is true that the zamindars did not give anything directly at the time of the construction of the canal except their land on inadequate compensation but the fact remains that the canal was constructed out of the revenues of the province to which the contribution of the zamindars is not small. [...] If both the items were to be mentioned in the same receipt what harm would there be done to the tenants ? This shows that it is not with a view to benefit the tenants that the Government have brought this Bill but it is to create every possible difficulty in the way of the zamindars. [...] In this connexion the House should not forget to consider the practical aspect of such a provision as the result of it will be that work for the tahsildars and others who will be responsible for the division of the holdings will be considerably increased. [...] Under the provisions of this Bill at the time of ejectment if the price of such trees or crops is less than the amount which is due to the zamindar then there will be no question of compensation.
