It is only with that Intention that I have put this motion before the Council and I hope the Hon'ble the Home Member will take steps to removed this complaint both in the Revenue and the Criminal departments because in many cases the copyists who are in charge of the Revenue department are also in charge of the Criminal department ; that is to say the office is practically on and the same a [...] The second point to which I beg to draw the attention of the Government is the insufficiency of the cadre of the provincial judicial service. [...] The third suggestion that I have to make is that as the Hon'ble the Home Member is appointing a committee to take up the question of the separation of the judicial and executive functions he might also make it a term of reference to that committee to consider the desirability of investing munsifs with criminal powers. [...] I have also intended to bring to the notice of the Goernment the complaint regarding the rule which governs the salaries of men appointed to the listed posts. [...] My first object is to draw the attention of Government and of the Council to the reluctance of the Financial department to allow us to understand the mysteries of the budget.
