[...] If the sanitary inspector or the doctor-in-charge of a travelling dispensary happens to be say at some distance from the thana the sub-inspectors would never report either to the sanitary inspector or to the doctor in charge of the travelling dispensary brit they will send their report direct to the district -superintendent of police or the district magistrate.
