The object of my moving this token reduction is to bring to the notice of the Government a great anomaly in the scale of pay that exists in the office of the Inspector-General of Civil Hospitals. [...] In respect of the latter the Governor in consultation with the Member or Minister in charge of the department concerned makes the appoinment of the head of a department and his selection is final. [...] But in the case of the head of the Medical Department the Government of India exorcise the right of taking away from the province whenever they deem fit to do so the Inspector-General of Civil Hospitals for the time being and also selecting the person who should be his succesor. [...] The patients cannot have the courage to complain to the civil surgeon or to the assistant surgeon in charge of the dispensary bcause they do not always remain in the dispensary and the indoor patients are left at the mercy of the underlings. [...] After having listened to the speeches on this motion of my friend Khan Bahadur Maulvi Fasih-udin Sahib I think that the object of the motion is to express the grievance of the people with regard to the extravagant medical fees claimed by the doctors.
