Sir it goes without saying that one of the most essential duties of the department of Industries is to make adequate arrangements for the industrial education of our young men and to save them from the troubles and struggles of life and for this reason no one can grudge the allotment of funds for this purpose. [...] But at the same time I submit Sir that it is the right of the tax-payer to see that every pie which goes from his pocket 'to the coffers of the State is well spent and goes the full length of its utility. [...] time absolutely ignored ? Is it not a fact that on account of there being no sugar expert at the Technological Institute the plant that was purchased for the manfacture of sugar remained inactive for a number of years and that no use could be made of it ? Is it not a fact that the building of the sugar department at the Technological Institute was ill-suited for the purpose and had therefore [...] to the extentof passing a vote of censure against the Government but at the same time a question of principle is involved and my principle is that it is far better to bring to the notice of the Government what we feel than to press it to a vote which will result in no good. [...] Well Sir the terms of reference of the committee are here before me and in my opinion they allowed the committee to make any recommendations which it chose; and the honourable member for the Upper India Chamber of Commerce if he was here would I think bear me out that he raised that question as to whether the terms of reference pemitted the committee to consider for example the closing o
