(3) The cost of providing maintaining and working a telephone service consists of :- (a) the initial cost of ' raiding the equipment at the exchange and at the subscriber residence and of connecting the two together and the maintenance of the lines and equip anent ; and (b) the cost of the operation. [...] In m nu.11 exchanges the higher the number of.oalli the more is the number of operators required in automatic exchanges the higher ate number of calls the greater is the amount of equiptnent required. [...] The general concensus of opinion is that the message rate is the best in the interests of telephone users as a whole since it regulates the charges according to the use made of the service. [...] But before doing so the results of the introduction of the message rate system in the five selected exchanges will be carefully watched both from the point of view of the advantages to the Finbseribers as well as from the financial point of view.
