(a) Shri Khushwaqt Rai : Is the Government aware that the words "a decree for money" used in sections 3 and 5 of the United Provinces Agriculturists Relief Act of 1934 have been interpreted differently by a Full Bench of the High Court of Judicature and by the Chief Court of Oudh ? (b) Is it a fact that the High Court of Judicature at Allahabad has held that a decree for maintenance is not a " a d [...] The honourable Parliamentary Secretary in his speech while explaining the meaning of mahal ihtemali practically gave all the arguments in favour of the amendment but in the end he came to the conclusion that he was opposed to it. [...] It is obvious that the greater the security of tenure the greater the number of holdings. [...] So it is obvious that whether we look at it from the point of view of the municipalities from the point of view of the notified areas or from the point of view of the town areas it is absolutely necessary that the hereditary right should not be conferred on tenants in these areas. [...] You are here not only to protect the interests of the people of the rural areas but you are also here to protect the interests and privileges of the people of the urban areas who are a part and parcel of the people of this province.
