But the effect of the new rules has been in the direction of liberalisation and sipliflcation of the leave rules by the removal of a number of restrictions on the grant of leave. [...] To SIR I am directed to forward for the information and giddy nee of the local Government Chief Commissioner I a copy of the fundamental rules which have been made by the Secretary of State in Council in exercise of the powers conferred upon him by section DO-B of the Government of India Act to regulate the conditions of service of the civil services in India.
