duty on raw skins and hides was carefully considered by the Government of India in connection with the recomendations of the Hides Cess Enquiry Committee and they came to the conclusion which had the support of the majority of Local Governments and of the Committee that any addition to the burden on the raw skins and hides industry would he open to serious objection. [...] When the constitution of the Government of India was revised by the Government of India Act of 1919 the pi ivileges of the Legislature as a whole were not dealt with by the Act except in one particular section. [...] At the commencement of every Parliamentary session the practice is for the Spea ker to claim sonic privileges— -I suppose the words are : " the ancient and undoubted rights " of the Members of the Legislature and the Lord Chancellor very readily concedes them as being granted by the Crown. [...] The privilege of the House is not the same thing as the privilege of a Member of the House. [...] His Excellency the Governor of the Punjab in a speech in-reply to an address of welcome by the Sanatan Dharam Sabha Lahore the other day observed as follows : The urban and rural classes of the Punjab irrespective of community depend prmarily on the economic condition of agriculture.
