The Council met in the Council Chamber at Metcalf House at Eleven of the Clock being the first day of the First Session of the Second Council pursuant to Section 63D(2) of the Government of India Act and the Hoourable the President (Sir Henry Moncrieff Smith Kt. [...] In my address to the Members of the first Council of State at the close of their final Session I dwelt upon the nature of those functions and expressed my appreciation of the conception of their duties which had been formed by the Members of the first Council of State and of the able manner in which those high responsiblities had been discharged in the interests of India.
