'The Council met in the Council Chamber of the Council Hmisa at Eleven 44 the Clock the Honourable the President in the Chair. [...] THE HONOURABLE THE PRESIDENT : With reference to the Motion which has just been adopted by the Council I have to announce that nominations to the Committee will be received by the Secretary up to 11 A. M. on Monday the 13th March 1944 and the date of election if necessary will be announced 'later. [...] The proposal itself in the fifth year of the war is not evidence of the Government's anxiety to encourage the application of research to industry. [...] It is said by the Finance Member that whether we approach the matter from the point of view of building a new India of our hopes or from the viewpoint of mitigating the hardships and iniquity of the immediate present. it is clearly our permanent duty to deal first with the menace of inflation. [...] It shows that the possibility of importing goods from outside the country has already made the authorities averse to the utilisation of the full industrial' capacity of India and the establishment of new industries in the country.
