They say in their Report : " The export of cows and heifers is usually undesirable and should be closely watched by Government." The Agricultural Advisory Board to the Government of Madras the President of which is His Excellency the Governor himself have also recommended the prevention of the export of cattle especially from Ongole in the Nellore Ditrict of the Madras Presidency.
