If the Hoourable Member will refer to Article VIII of the Agreement he will find that it reads as follows: The Governments of the producing countries shall be asked to levy cesses therein for the purpose of propaganda in the joint interests of their tea producers at rates to be mutually agreed upon between the parties to the agreement."
