Continuity is the first necessity for the life of the state and change is essential to the health of all forms of the life of society. [...] If any of the publications of the board has been ill-advised and objectiocable correct the defects and abuses of the organization and prevent the reeui eence of such things in the future. [...] The Government of India have always recognized the need to publish from time to time an account of the working of the different departments more particularly as their activities bear on the well-being of the people and this was the purpose of the old Moral and Material Progress Report. [...] Singh] [14th March 1921 The second aspect of the purely educational work of the Publicity Bureau is concerned with the explanation to the people of the things that will enable them to understand the political life of their country and to join hands with this Council and Government in all measures that affect the welfare of the country. [...] If all the steps taken towards repression be stopped at once it will prove the strength of the Government in the eyes of the people and pave the way for the success of the propaganda in future and it will save much expense to the Government and harassnient to the people.
