I have to-day simply to repeat what I said in this connection in my speech on the general discussion of the budget and that is that in spite of the protestations of the Excise Miniter that he should not be misunderstood that he is in favour of encouraging the use of intoxicating drugs or that he desires to raise revenue at the expense of the sobriety of the people his speech clearly impressed me [...] For it weakens and deteriorates the power of apprehension undermines the capacity for thinking endangers the activities of the fancy weakens the will and the sense of accountability. [...] the innocent passengers are to be taxed ! The policy of the Government has been to increase the tax on wine and when I read the circular of the Duke of Argyll the then Secretary of State who said that the best ccurse would be to go on increasing the price of the excisable articles and that policy has been followed and even in this year the tax has been almost doubled. [...] Babu Raghubans Thakur Sir I support the resolution on the ground that the habit of drinking and the sale of liquor are both totally detrimental to the interests of the people no matter whether they be of the highest or the lowest rank 022 RESOLUTION : TRAFFIC IN LIQUOR ETC. [...] Our Shastras say that the connection between the Government and the tenants is the same as that which exists between the father and the son so that if any loss was suffered by the Government in the interests of the children then I* do not consider that Government would be pleased to look to their own interests even at the cost of the interests of so many children.
