PART VI Bills introduced in the Council of State and Legislative Assembly Reports of Select Committees presented to the Council and Assembly and Bills published under Rule 18 of the Indian Legislative Rules. [...] 2. In section 3 of the Indian Lac Cess Act 1930 (hereinafter referred to as the said Act) — (a) for the words “four annas” the words “seven annas” shall be substituted and (b) for the words “two annas” the words “five annas” shall be substituted. [...] 3. In sub-section (1)of section 4 of the said Act after the existing proviso the following further proviso shall be added namely :— “Provided further that the Governor General in Council may at any time after considering any recomendations Which the Committee may make in this behalf nominate one or more persons to be members of the Committee in addition to the persons specified above subje [...] The object of this Bill is to increase the rate of cess to 7 annas for lac and to 5 annas for refuse lac in order to make funds available to the Indian Lac Cess Committee for extension of research work with the object of expanding the industrial applications of natural lac and meeting the increasing competition of synthetic products. [...] the lac-consuming indubtries in India whose representation may from time to time be found necessary; the desirability of this measure of elasticity in the composition of the Committee is already apparent.
