The duty of carrying out the various health services falls on the Local Authorities—the County Councils the County Borough Councils and the County District Councils and the services are financed out of the local rates and by grants from the State. [...] H NUMBER duties in connection with the prevention of the importation of infectious diseases the inspection of aliens the provision of isolation hospitals and the destruction of rats on ships. [...] The Authorities under these Acts are County Borough Councils County Councils the Councils of certain Boroughs the Common Council of the City of London and the Councils of the Metropolitan Boroughs. [...] This is all the more deplorable in view of the fact that the study of the sexual life in man has led to the discovery that the sexual impulse has an important influence in the causation of many types of mental disorder. [...] There is the capital cost and the maitenance of dustbins the labour of loading the rubbish into the carts capital cost and maintenance of carts cost of removal to the place of disposal cost of land where the refuse is dumped and so on.
