The pass shall specify— (1) the time within which the transport must be effected ; (2) the place from which the consignment is to be transported ; (3) the name of the person in charge of the consignment ; (4) the name of the consignee ; (5) the number of packages and the weight and contents of each ; and (6) the place to which the consignment is to be transported. [...] XVII.—With the sanction of the Commissioner the Deputy Commissioner may farm the duties leviable on the sale of opium by retail for a term not exceeding two years and with the sanction of the Chief Commissioner for a term not exceeding five years. [...] The Chief Commissioner may prescribe condtions subject to the provisions herein contained — (a) for the invitation and acceptance of tenders for the farm of such duties ; (b) as to the form and conditions of the leases ; and (c) for the requisition of security for the due fulfilment of the engagements entered into by the farmers. [...] On receipt of the above report of the arrangements made and the fee leviable thereon a license will be issued by the Subedar of the Pettah and a copy of the order will be furnished to the Parpattegar of Police for guidance ; the Police will be held responsible that the conditions imposed are strictly maitained during the continuance of the pandal. [...] —In exercise of the power conferred by Section 5 of the Scheduled Districts Act 1874 the Chief CoininissonLr of Coorg is pleased with the sanction of the Governor General in Council to extend Act XII of 1879 (an Act to amend the Code of Civil Procedure) to the Chief Commissionership of Coorg.
