The chief difference in this settlement was the abolition of the two classes of Government forests: (1) those in which the people had no rights and (2) those in which the people had the right to graze cattle and cut fuel but the Forest department could close any portion for the purpose of forest conservancy. [...] As a result of the war and of the influenza epidemic labour is scarce and double the price it was last decade. [...] This is a place which is rapidly growing in popularity as a place of pilgrimage ; it is situated on one of the most lovely parts of the Ganges and a steady stream of pilgrims comes from Hardwar The town contains a large number of dharamsalas and earais for the convenience of pilgrims. [...] In 1916 the estate consisted of 47.8 acres but during the recent few years as a result of the war there was a great and rapid development and it became obvious that the existing Research Institute was quite insufficient for the growing needs of the department. [...] The College was formally opened by His Royal Highness the Prince of Wales on 13th March 1922 The purpose of this College is to provide adequate facilities for the preliminary Training of Indians to fit them to enter the Royal Military College Sandhurst Its purpose is thus to take the place of a public school training of Indians such as is obtainable in Enland.
