Of the adaptations recently made I made enquiries from the nenartment and I learn that though it took place on the 4th of April, there is so far no copy of it available in the Library of the House nor any mention has been made of it in the House. [...] 2) BILL The Minister of Finance (Shri C. n Destrokb): T bee to move for leave to introduce a Bill to authorise payment and appropriation of certain slims from and net of the Consolidated Fund of India for the service of the year enc'iag nn the 31st clay of March, 1952. [...] In the case of the export duties, obviously, first the noti- ecation has to issue, and therefore the House has permitted Government to notify the public first and then inform the House. [...] There is a gulf between the com- mon man too who has ,not understood the motives and the -difficulties of Government as shown by the failure of co-operation in regard to the effi- cient working of controls, be the widespread existence of the black- market. [...] As I see it, the problem is mora and educational: it is a question of bring- ing the people, all of them, the lite- rate as well as the poor and the lower classes, to an understanding cf the task before Government, of the diffi- culties that confront them, of ti e com- plexity of the very machinery cf de- mocratic government.
