Deputy-Speaker: The House will now proceed with the further con- sideration of the motion that the Bill to alter the boundaries of the State of Assam consequent on the cession of a strip of territory comprised in that State to the Government of Bhutan. [...] In other words, the treaty-making power of the United States \vas subject to what was called the doctrine of the inherent rights of the States. [...] The third thing is that unr er the English law, while it was the preroga- tive of the king to transfer t,Tritory, the treaty by itself could not elect the rights of the people. [...] Is the main Purpose of the Bill to readjust the boundaries of Assam or is the main Purpose of the Bill to cede territory to Bhutan and make the necessary con- sequential adjustments in the boundary of Assam from which this territory is taken? [...] That being so my submis- sion is that the Procedure which is Prescribed by the Constitution to effect laws on any of the matters mentioned in the entries to the Seventh Schedule is the correct procedure.
