friend to read my amendment where I have suggested the addition of the following at the end: "and also to ascertain whether the country is self-sufficient in the production of cereals and whether the present system of distribution and procurement is effective. " I am, therefore, speaking strictly on my amendment. [...] The object of the resolution is the appointment of a. [...] Member wants to ascertain "whether the country is self- sufficient in the production of cereals and whether the present system of distribution end pro- curement is effective. " This goes against the very spirit of the resolution. [...] Will it be the duty of the Committee only to find out the defects of the Government of Assam and make sug- gestion:: to that Government as re- ear,-. is the meas',Ire,. [...] And with regard to the loans it is the responsibility of the State Govern- ments to repay them to the Centre with interest.
