If I am only to illus- trate as to how the circumstances and conditions of a country will affect the democratic institutions and the work- ing of it, I would like to invite the attention of the House to the condi- tions that are prevailing in Coorg. [...] As bet- ween these two types of demands the demand for the present kind of limited legislation by a smaller section on the one hand and the demand for a democratic type of kstitetions with larger facilities in neighbouring States by the majority section of the people on the other leand. [...] the Government will have to choose and go with the wishes of the larger section of the people and in the greater interest of the country. [...] The point that I am making out is whether the Government, before introducing this type of legislation, have exhausted the other remedies and tried to implement the wishes of the people there, whether they have taken any steps and found any difficulty, and if so, what the difficul- ties are, and why they should not carry out the wishes of the people? [...] Arti de 3 is the article under which the mergers slam Id take place and that [,r;icle requires that at the instance of the President of the Republic, the legis- latures of the areas affected by the proposal for merger should be aaked to pronounce themselves on the ci sir- ability of the merger.
