Sub-clause (2) of clause 20 says:"2289 Press (Incitement 10 SEPTEMBER 1951 to Crime) Bill 2290 [Sardar B. S. Man] If in any such inquiry the sessions judge disagrees with the opinion of the jurors and is of the opinion that it is necessary for the ends of justice to submit the case to the High Court, he shall submit the case accordingly recording the grounds for his opinion. " Suppose in a case a J [...] If due weight is to be attached to the opinion of the jurors, irrespective of the fact whether the Judge agrees or disagrees with them, the case ought to be referred to the High Court. [...] the Home Minister is now making a complaint that when the amendments to the Constitution were being discussed the idea was very prominently put forward by the gentle- men representing the press that the press was an institution of the greatest importance in the country and a special provision should be made with regard to the freedom which it enjoyed, but now a slightly different turn is given to [...] friend, the press only asked for a specific provision in the Constitution that the freedom of the press will not be abridged—which is the substance of the First Amendment of the Constitution of the U. S. [...] of our questions are based upon the information contained in the press and if you take away the right of the press to attack the Government, you will be stultifying yourself and the insipid proceedings will become even more timid because the main source of the information of the Members and of Parliament still remains the press.
