In Belgium all that is found in the Act and in the Constitution is: "To be eligible to be a represen- tative it is necessary to be a Belgian by birth or to have received full naturalisation, to enjoy civil and political rights, to have reached the age of twedty- five years and to be a resident of Belgium. " There is no other condition attached for eligibility to be a Member of the Legislature the [...] To go through the process of election and then to find at the end of the election that the nomination paper was not rightly rejected and to have the whole process of election again, I think, will not be the proper thing. [...] I think it will be admitted by every reader of the Bill that in its concern for the independence of the House of People and the freedom and purity of the elections, it goes beyond the exist- ing law: It is a matter of common knowledge that officials have taken an objectionable part in promoting the candidature of certain persons. [...] when the Crown could ensure the return of men or persons who derived benefits of various kinds - from the State in order to secure the subservience of the House to the wishes of the Crown. [...] I know that it is the intention of the Law Minister to change the provisions of sub-clause (d) in such a way as to enable licerice and permit holders to seek election to the House of the People but in order to continue to sit there they should give up their licences or permits as the case may be.
