Speaker: That is the scope of the Bill, and the Select Committee in considering details about the cottage industry also will have to bear in mind as to whether they will be with- in the scope of the Bill—n going into the question of cottage industries, even if they are not related to the protection to be given to heavy indus- tries. [...] If I were to give a parallel instance and say that this Bill has come before the Parliament which is the outcome of the Constituent Assembly, and there- fore all the provisions of the Constitu- 'tion are open for discussion here, because the House is the outcome of that and the Bill has to be considered by the House, it is perhaps too wide of the mark. [...] Protection has to be given to the industries in the general interests of the country and in the interests of the industries, and also in the interests of the consumers. [...] There is just one point more and that is with reference to clause 12 (a which reads: The Central Government may also refer to the Commission for inquiry and report any matter re- lating to— (a) the effect of protective tariffs and subsidies on- (i) the general level of prices in the country, (ii) the cost of living of any specified class of people, (iii) the different sectors of the country's econ [...] My submission therefore is that in the interests of the purity of the administration and the achieve- ment of the purpose we have in view,- i. e.
