I do still consider it is open to the President to recommend to the House the consideration of the Bill. [...] Deputy-Speaker: That is what r thought, and I said on that day "I do still consider it is open to the President to recommend to the House the consi- deration of the Bill". [...] Shri Kamath: With due deference to your ruling, Sir, may I raise the question of the rights and privileges of the House in relation to the President's messages to the House? [...] It is clear from the langu- age of the communication that has been sent to me and which I have read out to the House that the President is not willing to recommend that the Bill be considered, under article 117 (3) of the Constitution. [...] Therefore, on the strength of sub-clause (2) of article 86 of the Constitution I submit that the matter contained in the message may be considered by the House—not that we should upset it— but in so far as the House is competent to discuss the matter contained in the message of the President is a moot point.
