1951

That meant that the Government could interfere in the affairs of the university through the Lord Rector, the Visitor and the Visiting Board. [...] On the other hand, in the Bill now presented by the Government, the language embodying the provision of powers vested in the Visitor is entirely different from that of the principal Act. [...] The second advant- age is that the nature of powers vest- ed in the Visitor is such that it can be used only in an emergency, and the need for an agency is imperative which after at least every five years would put before the Visitor a review of the functions of the university so that he may remain in touch with the affairs of the university. [...] The Commission recommended that in future the President of the Indian Union should be the Visitor of all the Central Universities, having those powers which the Lord Rector and the Chancellors enjoy.
