the multi-purpose deve- f►i►ieut of the T;nuessee River, and in order to do proper justice to the subject I should first attempt to give you a picture of the background of the 'Pennnw„. ,,c vaucy Authority- ill other words, the history which ikd up to its creation, with particular emphasis on the history of the development of navi- gation, tloixl t►ntrol and hydro-electric power, which are the thre [...] The beginning of the nineteenth century, which incidentally was only shortly after the founding of the RepubliZ!, found Fulton, the inventor of the steam boat, and Livingston, who as Ambassador to France had negotiated the Louisiana Purchase, in the possession of a monopoly over time navigation rights of two of the most important rivers in the United States, namely, the Mississippi and the Hudson [...] Thus, the Authority was told to develop or aid in the development of all the natural reSollreeS of the region, the river, the land, the forests :1114l 11►e 111ineralS. [...] The overflow section of the damS Was built of concrete and at most of the dams the depth of over- burden and the width of flood plains dictated the use of earth embaRkments on either side of the spill- way. [...] RESERVOIR ( HUM& . In the planning and design singes of the projects the multipurpose function of the dams has been kept constantly in -mind and the multi-purpose Iuses of the project also played an important role in deter- mining the prmiity of construction of the dams. ' The same multipurptese functions are the determining factor in the operation of the reservoirs.
