Therefore, would you explain to their Lordships there were certain procedure and impediments in the way of the military before they could take control ?/Well, the military cannot take control; the military never take control, except should it be decided to bring in Martial Law ; there is no question of the military taking control; the military is asked to assist the civil powers in accord- ance wi [...] Is that right ?/As an Army Officer, I consider this that even that all these people you mention are available, and given that you take Sealdah and the unit is there and given that they move in motor transport and given that they move in quarter of an hour, and say that the move takes quarter of an hour to get into the trans- port, another quarter of an hour to get out of the transport, and so we s [...] Is it true that the military were of the opinion on the 16th at about 2 o'clock that the military should be called out but His Excellency the Governor and the Chief Minister were of the contrary opinion ?/I was not here on the 16th and therefore I cannot give any direct opinion in answer to that question. [...] In connection with that ever since I have been here up till August the presence of the military on the streets, the value of the pre- sence of the military was always regarded with a great deal of doubt because our vehicles had been burnt, various soldiers had been molested and that sort of thing. [...] And I take it you did it because you thought there was something of importance ?/Why I gave orders for that letter to be photographed was because I had heard that the Hon'ble the Chief Minister had been issuing orders to the police in the Control Room, and that letter is merely a statement of fact as you . will see which was handed in.
