Roy from the Presidentship of the Bengal Congress Committee was an indication of the unorkability of the policy of Congress, and the' unattrac- tiveness of the Congress programme for the politically-minded element in Bengal. [...] B. 1. Sasuml the Chair- man, elected to conduct the prover:dings to choose a Chairman for the election of the Mayor, to the effect that the nominated members had no right to vote on the ground that their term of office bad expired on the 31st March. [...] to the legality or otherwise of the proceedings of the 10th April,. butat none of the meetings was any conclusion reached and Government were compelled to inform the Corporation that if re, representation was received by the 10th May they would give a decision in the matter without further reference to the Corpora- tinn. [...] The Sen Gupta-cum-Muhammadan group disputeol the right of the nominated Councillors to take pert in the election of a chairman for the meeting, as well as in the election of a Mayor end Deputy Mayor. [...] The situation grrillually improved as the year progressed and the activities of the adherents of the theory of non-payment wore met without resort to fresh powers under the law.
