At that time the affairs of India were governed in England by two offices, (i) the office of the Court of Directors of the East-India Company and (ii) the office of the Board of Con- trol. [...] At that time the office of the Board of Control and the office of the Court of Directors became united to form the so called India Office, of the present day. [...] Various officers of the Government including Viceroys have complained of the British party in- fluences over the Government of India, but the root cause; viz. , the responsi- bility of the servant of the Emperor of India to the British Parliament has not been removed. [...] If the President of the Council is included in the Council, then the statute prohibits to the Secretary of State for India membership of the Bri- tiph Parliament, as he is President of the Council of India. [...] His case so far as I ,understand it is that the Parliament is an'institution 'entitled to govern Britain and not India, that the person entitled to govern India is His Majesty the Emperor of India, that be makes the appointment Of the Secretary of Statefar India, that it is the nvekr-et that officer to govern India in the inter- est of India and not in the interest of Britain, which is a foreign c
