THE NEW YEAR Next in importance only to the establishment of a re publican form of Government is the adoption of the principle of universal adult suffrage: This is an act of bold faith in the people or the country on the part of the members of the Constituent' Assembly as adult suffrage means the absence of any property or literacy qualification for the vote. [...] As regards the relationship between the executive and the legislature the Constitution has adopted the system of respon- sible Government as it obtains in Great Britain and the Dominions and not the presidential system as in the U. S. A. In other words the President is bound to act according to the advice of his Ministers who are responsible to the Parliament. [...] In the case of the meetings of the direc- tors as in the majority of cases the directors are paid either sitting fees or at least the travelling expenses the place of the meeting of the Board of Directors may not be of much consequence. [...] The memory cannot also avoid the remembrance of Mahatma Gandhi who although fortunately alive at the proclamation of the Independence of India fell to the hand of an assassin before the maturity of that Independence by the inauguration of the Republic. [...] The present book seems to have been concei- ved of more as an essay on the subject than as a commentary on the provisions of the Indian Penal Code aimed directly at the elucidation of the words of the statute in the light of the case law and general principles.
