[...] The mere mention of the Crown in an Act has not the effect of making all its provisions applicable to the Crown, and S. 26 does not relate to the limitation of suits, but to an entirely different matter, viz, the creation of rights by the enjoyment of them, Which is a branch of the substan- tive Law.
