josiii in the opening speech of the discussion while recognising the increasingly representative character of the Conference and of the progress in working conditions made under the auspices of the Organisation suggested that the progress made was insufficient deplored the attitude to the Interntional Latbur Office Budget adopted by the Indian delegation to the League 3f. [...] But the general dicussion which preceded the reference of the subject to a Committee gave an opportunity for the expression of the emphatic views held by some mem.- bers and particularly the Workers' Group and served to give prominence to the high expectation entertained in some quarters -of the results of the deliberations of the Conference. [...] In consequence of this feature of the work of the Committee the Workers' Group although they participated in the preparation of the main Report felt impelled to append to the Report of the Committee a Minority Report. [...] The remaithr4 sessions four in number were occupied by consideration of one major question of principle namely the relative functions of the office and the Economic Committee of the League in respect of Unemployment and a number of points relating to the actual drafting of the resolution. [...] On the former point the Committee was satisfiethat the resolution rquired of the Office nothing that was beyond the competence of the Labour Organisation and that the resolution was so worded as to secure co-ordintion of the researches of the Offie with those of other bodies engaged in the san-3 field."22tetivs hutiat?
