had it not been for their teachings and example and their concern for the well-being of the masses the habits the morals and the life of the people of this country would have been very different from what they are. [...] It is the result of the present system under which the head of the police and the magistracy is one and the same person. [...] Neurbt in grade comes the court of the European magistrate of the district who besid& the collector of revenues and agent of the English government in all departments of affairs is.solely reponsible for the right administration of criminal justice by the magistracy and in effect rules the district. [...] When ;in doubt about a matter of evidence the native Inagistrate is supposed to turn for help to the Evidence Aot of 1872 a speculative quasi-scientific treatise of i which the introductory and controlling sections are written in Language of preternatural difficulty whilst the woaking sections like those of the Criminal Prcedure Code presupposes in the reader the possession of a not inc [...] But ufortunately they are vested with a very large jurisdiction and are called upon from time to time to settle disputes of the most complicated character and their decisions must be grounded in every case on supposed principles of the English Hindu or Mahomedan law or the lex too' according to the religion and status or custom of. the parties and the nature of the subject-matter of
