A CIRCULAR WHICH HAS BEEN ISSUED UNDER THE signature of the Chief Secretary to the Government of Bengal embodying the relations between the Divisional Commissioners and the District officers as settled at a conference of the former is receiving a considerable amount of public attention and we subjoin below the salient features of it. [...] But under the Contract Act or under the Transfer of Property Act the stipulation in the lease cannot be enforced according to the decision of the Privy Council. [...] A statement by J. to H who took the information to the thana where it was recorded being a reproduction by the informant of the statement made to him by another in the absence of the accused is not admissible against the latter (Emp. [...] The whole theory of the jurisdiction of the Courts to interfere with the verdict of the constitutional tribunal is that the Court is satisfied that the jury have not really acted reasonably upon the evidence but have been misled by prejudice or 'passion. [...] The finding of the Subordinate Judge was that a person signed the mortgage bond as a witness before it was signed by the executant and apparently not in his presence and that the mortgage bond was not written out at the house of the Plaintiff where the Defendant did not go to execute it and further that the Defendant Jadu Nath Shaha wh4O was the other attesting witness signed the document as an
