Review on the past present and future of the Indian Civil Service concludes ; has— The Civil Service in its present form should be discontinued and the administrative posts allotted to men selected by the Government on the spot from the ranks of the uncovenanted officials the members of the local Bat and the officers of the Indian army. [...] The opinion expressed by the Chamber of Commerce the Trades Association and the British Indian Association on the propoital of the Government to extend the jurisdiction of the Calcutta Small Cause Court go conclsively to show that the said Court is unpopular. [...] The Statute Book provides for the interference of the High Court in matters in which the proceedings of the Small Cause Court require such interference but the course to be adopted to invoke the assistance of the High Court is so costly and so much beset with difficulty that the poor litigants are unable to do so. [...] The objection having been overruled and the decree of the Munsif reversed on the merits the Petitioners obtained the above rule on the ground that the Subordinate Judge bad no jurisdiction to entertain the appeal and the case of Monmohita v. Lakhi Narain (I. [...] Held also—That though the Plaintiff's vendors were not registered as tenants in the landlord's sherista the sale of the holding in execution of a decree against the recorded tenants would not pass the interest of the Plaintiff 's vendors as there is no law rendering it obligatory on the tenants to get their names recorded in the landlord's sherista for the purpose of perfecting their title.
