Then it is by keeping the control of the High Court of Judicature at Fort William in Bengal over the whole of the Magistraey and Judiciary in both the provinces in the Presidency of Bengal unipaired that justice can he assured to the people of both provinces ; otherwise the people in the new Province will soon lose faith in British justice as well. [...] The English Legislature is apparently more jealous in guarding the interests of the subjects against the possibility of capricious action on the part of the executive Government than the Indian.
