This is the second time that Ile has been nominated by the Government of India to rpresent the India Government at the imperial war Conference where the Dominions are rpresented by the responsible ministers of their respective Governments. [...] As it is proposed to introduce into the Indian constitution the principles of ministerial responsibility we niav legitimately expew: that the future representatives would not merely be the nominees of the Governor-General and his Executive Council but would be elected by the representatives of the people. [...] But the public are quite in the dark as to their functions the scope of the duties of the Comittee and the procedure to be folloWed by them in dealing with such cases. [...] in charge of the internment cases the functions of the Advisory Committee at present cosist in the perusal of the papers that may be submitted to them by Government or in other words the police papers of the individual cases and to advise the Government as to whether the order passed by the Government is justfied or not. [...] Before discussing the question of extending the English law to this country it may be worth while to state shortly the history of the English law on the point.
