In the matter of ordinary legislation evee Government Bills will be introduced and carried through all the usual stages in the Legislative Assembly and will then go in the ordinary course to the Council of State and ifstbese-are amended in any way which the Legislative Assembly is unwilling to accept it will beevmitted to a joint session of both Houses and the decision arrived at at the joi [...] On the other hand the strength of the elected 1 member at the joint sittings will be 66 from the Assembly and 21 from the Council of State i. e. 87. [...] Further if the Legislative Assembly refuses leave to the introduction of a Bill or throws out a Bill which the Government regard as necessary the Governor-General may certify to the same effect and the Bill may be passed into law by the Council Of State without further reference to the Legislative Assembly. [...] On the 2nd March 1915 on the failure of the Plaintiff to deposit process-fees the District Judge dimissed the appeal as against the minor and susequently transferred the appeal to the file of the 2nd Subordinate Judge. [...] The appeal was argued before the latter by the pleader engaged by the said Officiating Nazir on behalf of the minor with 'the result that the `.-'nbordinate Judge in ignorance of the order of the District Judge dismissing the appeal as against the minor on the 22nd March 1915 at first decreed the appeal against the minor on the 24th May 1916 but on being informed of it dismissed the appal as a
